Punjab Cabinet ratifies ban on TLP, approves major development, agriculture and transport initiatives

LAHORE: Punjab Chief Minister Maryam Nawaz on Tuesday chaired the 30th provincial cabinet meeting that ratified the ban on the proscribed Tehreek-e-Labbaik Pakistan (TLP), rejected an increase in electric bus fares for Lahore, Rawalpindi, and Multan, and approved dozens of policy, development, and administrative measures across the province—ranging from new agricultural subsidies and transport reforms to the establishment of new universities and hospitals.

The cabinet also approved the recruitment of schoolteacher interns in government schools and formally endorsed the Protection of Ownership of Immovable Property Ordinance 2025 to safeguard land rights.

Agriculture, Mechanization, and Farmer Relief

The meeting approved the Chief Minister’s High-Tech Farm Mechanization Finance Program and a new subsidy scheme to modernize Punjab’s agriculture sector. Over 10,000 applications have been received for the program, including 1,500 with the Bank of Punjab. Under the plan, the government will provide modern agricultural equipment such as super seeders at a 60 percent subsidy.

Under Kisan Card Phase II, Rs100 billion has been disbursed, with a record Rs70 billion recovered from the previous phase. Officials said farmers who repay loans promptly get funds for the next phase within 24 hours.

The cabinet also approved launching the sugarcane crushing season by November 15, reviewed fertilizer availability, and approved an MoU for agricultural cooperation with Egypt. Maryam Nawaz remarked that past neglect of farm mechanization had hurt the sector’s productivity.

Transport, Urban Development, and Environment

Rejecting the proposed fare hike for electric buses, the cabinet approved funds for establishing electric depots in multiple cities under the Punjab Transport Company. It also cleared the foundation stone of the Gujranwala Mass Transit Authority and granted exemption from the Central Development Working Party (CDWP) for the Gujranwala Mass Transit Project.

A landmark approval was given for the establishment of Air Punjab (Pvt) Limited, along with an MoU for the Lahore–Rawalpindi High-Speed Rail. QR codes for retailers under the Prime Minister’s Cashless Strategy were also sanctioned.

Major infrastructure projects received greenlights, including construction and rehabilitation of key roads from Lailyani to Kasur, Samundri to Rajana, and Lakhani to Jaddewala in Dera Ghazi Khan, as well as the development of Barki Road and Abdullah Gul Interchange Chowk in Lahore.

The cabinet also approved a logistics park near M-3 Industrial City, Faisalabad, and revalidated PSDP funds for ongoing provincial projects.

Health, Education, and Social Development

The Punjab cabinet approved new cardiac cath labs at district hospitals and the creation of posts for cardiologists, technologists, and nurses. It sanctioned construction of three general hospitals in Attock, Layyah, and Bahawalnagar, along with allowances for doctors of the Mines and Minerals Department equal to those in the Health Department.

The meeting approved the Punjab Education Sector Plan 2025–30, the University of Hafizabad, and the Punjab Autism School and Resource Centre (Amendment) Act 2025, including the formation of its Board of Governors.

Approval was also given for the Punjab Tourism and Heritage Authority, Nawaz Sharif Institute of Cancer Treatment and Research, Lahore, and the upgradation of Punjab Trout Hatchery, Murree.

Governance, Law, and Institutional Reforms

The cabinet approved the Punjab Water and Sanitation Authority Act 2024, delegation of powers under the Consumer Protection Act to deputy commissioners, and expansion of the Counter-Terrorism Department’s jurisdiction to Koh-e-Sulaiman and Rajanpur.

Appointments were approved for judges in Anti-Terrorism Courts of Bahawalpur, Sargodha, Gujranwala, and Dera Ghazi Khan, and a Special Judge for the Anti-Corruption Court in Gujranwala.

 

Administrative decisions included appointments of CEOs for the Punjab Land Development Company, Punjab Mineral Company, Punjab Energy Holding Company, and Air Punjab (Pvt) Limited. Relaxations on recruitment bans were granted for several departments, including the Punjab Services Tribunal, Sahulat Bazar Authority, and Engineering Consultancy Services Punjab.

The cabinet approved formation of Boards of Management for Gujranwala and Sahiwal Medical Colleges, amendments to the Private Housing Schemes Rules 2022, and the Punjab Advertisement Policy 2025.

Economic and Cultural Projects

Approvals included the registration of Green Agri Cooperative Pakistan under the Cooperative Societies Act 1925, establishment of Film City projects under the ADP, and the creation of a museum and memorial at National Bank Park.

The cabinet ratified agreements for the Punjab Low Carbon and Adaptive Agriculture Project with the Asian Development Bank and a renewed MoU for the upgrading of the Lahore–Rawalpindi High-Speed Rail.

Cultural initiatives included restoration of Lahore Museum, inclusion of the Film City schemes in the ADP, and development of the Ring Forest green corridor from Shahdara to Raiwind.

Tributes and Acknowledgments

The Punjab chief minister praised Provincial Special Assistant Salma Butt, DG Food Amjad Hafeez, and Secretary Price Control Kiran Khurshid for their performance. Fateha was offered for the late father of Senior Member of the Board of Revenue Nabeel Javed.

The meeting also ratified proceedings of the previous 28th and 29th cabinet sessions and the 25th, 36th, 37th, 38th, and 39th meetings of various standing committees on legislative, law, and order matters.

With major policy decisions spanning agriculture, infrastructure, health, and institutional reform, Tuesday’s cabinet meeting marked one of the most extensive governance sessions of the Maryam Nawaz-led Punjab government, reaffirming her administration’s focus on economic modernization, digital governance, and public welfare.
