JCP set to consider rules for annual evaluation of high court judges

The Judicial Commission of Pakistan is due to meet on Friday to consider draft rules for annual performance evaluation of high court judges. The proposed framework also provides for reports to the Supreme Judicial Council in cases of judicial inefficiency.

JCP set to consider rules for annual evaluation of high court judges

ISLAMABAD: The Judicial Commission of Pakistan is scheduled to meet on Friday to take up proposed rules for the annual performance review of high court judges, according to details reported ahead of the session.

The draft framework has been prepared by a JCP committee headed by Justice Aamir Farooq. Its other members are Attorney General for Pakistan Mansoor Awan, Senator Ali Zafar and Pakistan Bar Council representative Ahsan Bhoon.

The proposed rules are titled the Judicial Commission of Pakistan (Judicial Performance Evaluation of High Court Judges) Rules, 2026. According to the preamble, clauses 18, 19 and 20 of Article 175A of the Constitution require the JCP to carry out annual performance evaluations of high court judges and to put in place effective standards and a structured procedure for assessment and improvement.

The draft also provides that a report is to be submitted to the Supreme Judicial Council in cases involving judicial inefficiency. Under the proposed rules, the performance of each high court judge would be reviewed by the commission every year.
