Gulmina Bilal appointed inaugural chair of China-led global technical certification centre

ISLAMABAD: The Government of China has appointed Gulmina Bilal, Chairperson of Pakistan’s National Vocational and Technical Training Commission (NAVTTC), as the first Chairperson of the China Global Professional and Technical Certification Center (CGPTC), marking a significant milestone for Pakistan’s role in international skills governance.

According to official details, the CGPTC has been formally established by the Chinese government as a multilateral platform to promote cooperation in professional and technical certification. China, Pakistan, Uzbekistan and Malaysia are the founding member countries, while states from the Gulf Cooperation Council are planned to be included in the next phase.

The newly created centre aims to promote mutual recognition of professional and technical skills and qualifications among participating countries, harmonise certification standards, and facilitate cross-border mobility of skilled human resources.

Officials view the establishment of the CGPTC as a major step towards building a shared skills ecosystem across Asia and the Middle East. Under the initiative, member countries will jointly develop mutually recognised educational and professional qualification frameworks to improve skills portability and expand regional and international employment opportunities.

The centre is also expected to strengthen confidence among employers, educational institutions and regulators by creating a reliable mechanism for recognising certified skills. A key objective is the formal recognition of qualifications acquired by students and professionals in member countries, helping reduce barriers to employment, training and career progression while responding to evolving workforce needs.

In the coming phases, the China Global Professional and Technical Certification Center plans to expand its membership and partnerships further. It will work closely with governments, certification authorities, training institutions and industry stakeholders to establish an integrated and effective professional certification system across participating regions.
