Balochistan greenlights landmark policies on transgender rights and minority welfare, banning hate speech

QUETTA: The Balochistan government has approved a series of landmark policy measures, including the province’s first-ever transgender rights strategy, the establishment of an endowment fund for minorities, and a province-wide ban on the publication and circulation of hate content.

The provincial cabinet approved these significant decisions during its 19th meeting held with Chief Minister Sarfraz Bugti in the chair, said a press release issued by the Chief Minister’s Secretariat on Friday.

The statement stated that the cabinet’s decision are aimed at promoting inclusivity, transparency, and sustainable development in the province.

CM Bugti described the cabinet’s decisions as a “guarantee of public interest and sustainable development,” reaffirming his government’s commitment to practical reforms that protect and uplift marginalized groups such as minorities, women, and the transgender community.

He emphasized that the government believes in inclusive progress and is undertaking concrete measures to ensure that all segments of society move forward together. He further stated that major initiatives are also underway in the health, education, and infrastructure sectors to provide better public services and support long-term development across Balochistan, the statement said.

As part of the newly approved measures, the cabinet endorsed the formulation of a dedicated endowment fund for minority communities. The fund is designed to improve access to facilities and ensure equal opportunities for religious and ethnic minorities in the province. Additionally, the cabinet approved a ban on the dissemination of hate speech and divisive content, recognising the importance of social cohesion and peace. The cabinet also gave the green light to Balochistan’s inaugural transgender policy, which seeks to secure the fundamental rights of transgender individuals and encourage their social and economic inclusion within mainstream society.

These reforms come shortly after the Balochistan Assembly’s historic adoption of a bill in July aimed at protecting women from workplace harassment. The bill was introduced by Dr Rubaba Khan Buledi, Adviser to the Chief Minister on Women Development, and was widely hailed by lawmakers as a crucial step toward ensuring a safer and more inclusive work environment for women across the province.

In addition to the social reform measures, the Balochistan cabinet approved a number of significant development and administrative initiatives. These include the approval of a comprehensive plan to modernise air travel infrastructure across the province. The cabinet also approved the designation of Sakran and Karbala as new tehsils, a move aimed at decentralising governance and bringing essential services closer to underserved populations. A new, state-of-the-art healthcare facility was also approved, while the cabinet gave the go-ahead for the construction of a modern Prince Fahd Hospital in Dalbandin to enhance medical services in the region.

The cabinet endorsed the reinstatement of historical district names—Khaliqabad and Shaheed Sikandarabad—aligning with a Supreme Court ruling aimed at preserving local heritage and identity. In another key move, the provincial cabinet approved the “Hospital Waste Management Rules 2025,” which mandate improved regulation and safe disposal of medical waste across healthcare institutions in the province.

In the education sector, the cabinet approved the integration of institutions under the Balochistan Technical Education and Vocational Training Authority (B-TEVTA), aimed at unifying and improving technical and vocational education across the province. This move is expected to enhance skill development and employment opportunities for youth.

Chief Minister Bugti concluded the meeting by reiterating that these decisions are not only progressive in nature but also represent a practical demonstration of good governance. He stressed that transparency, public service, and inclusive development remain the cornerstones of his administration’s vision for a prosperous Balochistan.
