PAC seeks audit of Rs2bn monthly UC funds in Sindh

KARACHI: The Public Accounts Committee of the Sindh Assembly has directed a full audit of the Rs2 billion in monthly funds disbursed to union councils across the province, citing concerns over irregularities and lack of financial oversight.

In a letter sent to the auditor general of Pakistan, the PAC noted that 1,600 UCs receive monthly funding from the Sindh government, but no system is in place to ensure transparent use of these resources. It pointed out that only the Karachi Division’s UCs were audited between 2018 and 2019, while those in the rest of Sindh have not undergone any review.

The PAC has now requested the auditor general to instruct all relevant audit offices to carry out a three-year financial audit of UC budgets and expenditures throughout the province.

Separately, the committee reported a total recovery of Rs16.22 billion from various government departments. The latest recovery of Rs3.42 billion includes Rs1.87 billion by DG Audit Local Government between September 2024 and April 2025, Rs782.72 million by DG Audit Sindh, and Rs772.18 million by DG Audit Works during the same period.

In addition, Rs12.59 billion was collected from federal and provincial institutions in outstanding water dues by the Karachi Water and Sewerage Board and deposited into the government treasury.

PAC Chairman Nisar Khuhro stated that the committee convened 97 meetings between July 2024 and May 2025. It reviewed 1,383 audit paras from various departments, resolving 325 and deferring 1,058 for future review.

Khuhro said that the recovery of over Rs16 billion reflects the committee’s commitment to enforcing financial accountability and ensuring transparency in public spending. He reaffirmed the PAC’s resolve to continue pursuing recoveries and enforcing fiscal discipline across all departments.
