The Indian Civil service was the premier institution from which the idea of the Central Superior Services was derived and adopted to bequeath the country an intelligent, devoted, dedicated, sincere, patriotic chain of civil servants, having unprecedented characteristics to deliver to the nation.
In the early days of the Federal Public Service Commission some renowned ex-generals such as Lt Gen (retd) Attiq-ur-Rehman and other talented and honest persons were appointed as chairmen, and the same was the case in Provincial Public Service Commission. Talented and God-gifted candidates were selected for different key posts and as they reached the executive and decision-making positions they served the country memorably and dedicatedly. That situation did not continue for long. With the start of a new generation, moral and ethical values went into oblivion and the concept of speedy progress to overcome society and attain fabulous wealth, by fair means or foul, grew prodigiously.
Some disgruntled segments of society, shorn of religious values and ethical norms, having an insatiable lust for wealth and power, came to the front and they, with nefarious designs, adopted underhanded tactics to let the intelligent and meritorious candidates lag behind.
To further their condemnable motives the higher echelons of the FPSC and PPSC made a compromise with them, and became their accomplices, and resultantly under-merited persons were selected to decide the nation’s destiny. An undeserving clique coming to top positions made their grip stronger and supported their offspring to step into their positions.
I personally witnessed that the youth were greatly enthused by the victory of the PTI because they dreamt that their future would be bright after the assumption of office by Imran Khan. With the passage of time their dreams could not materialize due to the policy of the PTI in being in consonance with that of its predecessors. They are now bewildered at the joke the PTI which played with them. Now they are standing at the crossroads, being astonished at what would be their future in the country, which came into being in the name of Islam but where Islamic Principles are flouted fearlessly
Today the third generation of the same unmerited clique has made its stranglehold clench harder on the throat of the country and is sapping the blood of the nation in what amounts to a desperate bid to make the economy of the nation much weaker. It is due to their malign efforts that, despite being a nuclear nation, Pakistan is still standing holding out its bowl to get some coins from the affluent nations and the IMF, World Bank, ADB and other world institutions, to run the state affairs. It is astonishing to believe that Pakistan has meagre resources to depend and continue its existences. Due to unfettered plundering the country’s resources have seen utter deplete and now we are paying Rs 3500 billion as mark-up on the borrowed money.
CSS candidates are now cramming parrots and, without imbibing the true spirit of knowledge, manage to get themselves passed and elevated to the highest positions, which they do not deserve and where they do not have the capability to deliver. They can deliver well only to cater to the unreplenished thirst of wealth which they harbour and have inherited from their predecessors.
That is why the civil servants have become stooges in the hands of politicians, who elevate them to the lucrative positions, not to serve the public, but their interests, and in retrun they are given freedom to swallow the public exchequer ruthlessly. Politicians are now so shrewd and cunning that one cannot expect even an iota of shame in them, which might lead them to shirk the obnoxious practice of looting and causing havoc to the public exchequer.
It is worth mentioning that talented and gifted youth have played a pivotal role in the struggle of the Pakistan Tehrik Insaf (PTI), with the hope that as soon the PTI would assume power, they would see a totally changed horizon and change would be ushered in, to change their fortune and they will benefit out of their skills, and observing the merit will be the sole parameter or criterion for impartial selection.
