Driving license issues

As the expiry date of my driving licence came close, I applied for its renewal a month-and-a-half earlier to avoid any violation of law. My thought to get my licence before the expiry date proved to be a folly. Despite paying a hefty sum of Rs10,000, I have been waiting for it to date. Is it how a law-abiding citizen treated in the country? The relevant department must get its house in order first before boasting of the services it supposedly delivers.
