Credibility factor

I recently went to the council office located in my neighbourhood in connection with the birth certificates of my two daughters. The official handed me a form that I was supposed to fill and get attested from the local councillor. I went to the councillor’s house, waited for a good 30 minutes, but he did not even come out to have a word with me. I am a government employee working in BPS-16, having a valid CNIC. My daughters have birth certificates issued by reputed healthcare institutions. Why do I need a verification from someone who managed to get a few hundred votes to become a councillor? Why does my own credibility hold no value in this country? Period.
