PM package guarantees jobs for heirs
The federal government has directed that heirs appointed under the Prime Minister's Assistance Package be given regular jobs instead of contract posts. The instruction follows a clarification by the Establishment Division and has been circulated by the FBR for implementation.

ISLAMABAD: The federal government has instructed departments to appoint eligible family members of federal employees who died while in service under the Prime Minister's Assistance Package on a regular basis rather than on contract, following a clarification issued by the Establishment Division.
The Federal Board of Revenue (FBR), in a circular dated July 3, 2026, shared the Establishment Division's clarification of June 24, 2026 with chief collectors, directors general, collectors and directors of customs. The board told the field formations to decide all relevant cases in line with the clarification and report progress back to the FBR.
According to the clarification, issued in view of the Federal Constitutional Court's judgment dated February 27, 2026, all cases concerning the appointment of one family member of a deceased federal government employee under the Prime Minister's Assistance Package will be processed under the Establishment Division's Office Memorandum of December 23, 2022, provided the employee died on or before October 17, 2024.
Policy to be applied under 2022 memorandum
The FBR circular said the 2022 policy, approved by the prime minister, had replaced the provision of contractual appointments under the Prime Minister's Assistance Package 2015 with immediate regular appointments under the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973.
It also stated that the condition requiring advertisement of such vacancies had already been waived with the prime minister's approval. Under the policy, if an applicant does not meet the required qualification or cannot pass the prescribed skill test for a post up to BS-15, the person will be offered regular appointment against the next lower post.
One-time regularisation concession
The circular further said the policy includes a one-time special concession for employees who were appointed on a contractual basis under the Prime Minister's Assistance Packages of 2006 and 2015 and are still in service. Their services, it said, will be regularised with immediate effect.
The fresh instructions were issued to ensure implementation of the policy in accordance with the Establishment Division's latest clarification.
