ISLAMABAD: The federal government has required all civil servants to declare any dual nationality and related foreign status within 90 days, formally setting in motion the Foreign Nationality Rules 2026.
According to an office memorandum issued by the Establishment Division, public officials have been told to submit a detailed declaration of their citizenship status within the stipulated period. The new rules took effect on June 1, and a special declaration form covering dual nationality has been prepared and circulated to ministries, divisions and relevant departments for compliance.
Under the framework, government officers and employees must provide full particulars of any foreign nationality, passports, permanent residency status and other overseas affiliations. They have also been instructed to disclose the citizenship and immigration status of their spouses and dependent children.
The memorandum says the measure is intended to strengthen transparency in public service and help maintain official records regarding foreign affiliations. It also makes such declarations mandatory for new entrants to the civil service at the time of induction.
The Establishment Division has warned that any officer or employee found to have hidden facts or submitted incorrect information will face departmental proceedings under the applicable rules. The memorandum also makes disclosure compulsory for participation in foreign immigration programmes, travel documents and overseas residence.
Separate directions have also been issued for officials of the Federal Board of Revenue, especially those working in Customs and Inland Revenue, requiring them to file their declaration forms by July 8.
