Rawalpindi launches digital traffic challan system
Rawalpindi has introduced a digital traffic challan system based on video evidence for the first time in the city. Officials said the platform will also allow instant verification of licences, identity records and vehicle documents.

RAWALPINDI: A new digital traffic challan system based on video evidence has been introduced in Rawalpindi, marking the first time such a mechanism has been launched in the city.
Under the new One App/Evidence-Based Challaning system, video footage of traffic violations will be stored and made verifiable, officials said. The authorities said the arrangement is intended to improve transparency in the issuance of challans by ensuring that recorded evidence can be checked.
The system also enables officials to verify several records on the spot. According to officials, identity cards, driving licences and FIR-related records can now be checked immediately through the digital platform during enforcement operations.
In addition, the integrated system allows instant verification of vehicle ownership documents, fitness certificates and route permits at the scene, officials said. The move is aimed at shifting traffic enforcement and related checks to a more digitised process.
Integrated verification features
Officials said the new system brings together multiple verification functions in a single digital platform. Besides challaning based on recorded footage, it is designed to help enforcement personnel confirm whether a driver’s identification and licence details are valid and whether any FIR-related information is linked to the case being checked.
The same platform will also be used to verify transport-related documentation, including ownership details of vehicles, fitness certification and route permits, according to the officials.
Wider enforcement scope
Authorities said the digital system will not be limited to traffic violations alone. They added that digital action would also be taken against encroachments and environmental violations.
The launch of the One App/Evidence-Based Challaning system represents a shift toward evidence-backed enforcement in Rawalpindi, with officials saying the preservation and verification of video recordings would support greater transparency in the challaning process.
Officials said the system has been rolled out with the capacity to carry out immediate checks in the field, reducing reliance on manual verification and allowing multiple categories of records to be accessed through an integrated digital setup.
With the introduction of the new mechanism, Rawalpindi has become the first time in the city to use a video-based digital challan system for traffic enforcement, while also extending the platform’s use to document verification and action related to encroachments and environmental issues.
