Pindi imposes permit requirement for Eid hide collection
Rawalpindi’s district administration has banned 95 proscribed organisations, along with banned NGOs and trusts, from collecting sacrificial hides during Eidul Azha. It has also made prior permission from the deputy commissioner mandatory for all other collectors.

RAWALPINDI: The district administration has barred all 95 proscribed organisations, as well as banned NGOs and trusts across the country, from collecting sacrificial animal hides during Eidul Azha.
According to an official notification, the administration has also enforced restrictions under Section 144, making it mandatory for any individual, mosque administration, seminary, religious group or NGO in Rawalpindi district to obtain prior permission from the deputy commissioner before collecting hides.
The notification states that banned organisations, trusts and NGOs will not be allowed to collect sacrificial hides under any circumstances. The administration said the restriction would apply throughout the Eidul Azha period in the district.
NOC made mandatory for hide collection
Authorities said any organisation seeking to collect hides must submit an application for a no-objection certificate to the Deputy Commissioner Office Rawalpindi by May 17. The administration said applications filed after the deadline would not be entertained.
The district administration said obtaining an NOC would be compulsory for the collection of sacrificial hides during Eidul Azha, and no one would be allowed to carry out the activity without official approval.
Under the order, the requirement covers a wide range of entities, including private individuals, mosque committees, seminaries, religious organisations and non-governmental organisations operating in the district.
Warning of legal action
Officials warned that collecting hides without an NOC would be treated as an illegal act. They said violations could lead to the registration of terrorism cases as well as arrests.
The administration’s move sets out a formal approval process for hide collection in Rawalpindi and places a complete prohibition on proscribed groups and banned entities from participating in the activity.
The latest measures outline both a blanket ban on proscribed organisations and a district-wide permit condition for all others intending to collect sacrificial animal hides during Eidul Azha.
