KP requires civil servants to get approval before marrying foreign nationals
The Khyber Pakhtunkhwa government has made prior approval mandatory for civil servants seeking to marry foreign nationals. Violations will be treated as misconduct under the applicable disciplinary rules.

Islamabad: The Khyber Pakhtunkhwa government has made prior official permission mandatory for civil servants who intend to marry foreign nationals after Chief Minister Sohail Khan Afridi approved a new set of rules.
According to a notification issued by the provincial Human Resource Management Department, government employees must obtain approval before entering into marriage with a person who is not a Pakistani citizen. The notification says that failure to secure permission in advance will be treated as misconduct and may result in departmental proceedings under the applicable disciplinary rules.
The new framework has been introduced under the title Khyber Pakhtunkhwa Civil Servants (Restrictions on Marriage with Foreign National) Rules, 2026. The notification states that the rules have come into force immediately under Section 26 of the Khyber Pakhtunkhwa Civil Servants Act, 1973.
Definition and approval process
Under the rules, a foreign national has been defined as any person who is not a citizen of Pakistan. The term marriage covers unions solemnised under any relevant law or religious custom.
Civil servants seeking to marry a foreign national will be required to submit their request through the proper channel and obtain prior approval from the government. The notification says permission will be granted at the government’s discretion after considering factors including the nationality of the prospective spouse, Pakistan’s diplomatic relations with that country, and any possible security or service-related concerns.
The rules also require the foreign spouse to undergo security and credential vetting by the relevant agencies through the Home and Tribal Affairs Department.
Applicants must provide the required documents, including a character clearance certificate and an affidavit stating that the foreign national has no involvement in anti-state or criminal activities.
Existing cases and penalties
The notification further says that cases involving serving civil servants who have already married foreign nationals without prior approval will also be reviewed. Such matters will be placed before the competent authorities again for consideration.
Any breach of the new rules will be treated as misconduct, making the employee liable to major penalties under the Khyber Pakhtunkhwa Government Servants (Efficiency and Discipline) Rules, 2011.
The government has, however, kept the option of relaxation in specific cases. The notification says the rules may be relaxed where considered necessary, provided reasons are recorded in writing.
The move sets out a formal procedure for provincial civil servants in Khyber Pakhtunkhwa who plan to marry foreign nationals and also brings previously unapproved marriages by serving employees under official review.
