Pakistan, China push for stronger enforcement of UN security council resolutions
Pakistan and China co-hosted a UN meeting urging full, effective and non-selective implementation of Security Council resolutions, stressing clear mandates, monitoring, resources and political commitment.

UNITED NATIONS: Pakistan and China have jointly underscored the importance of strengthening the implementation of United Nations Security Council (UNSC) resolutions, co-hosting an informal meeting aimed at examining ways to enhance the effectiveness, credibility and authority of the Council.
According to Pakistan’s Foreign Office, the meeting provided a platform for Security Council members and the wider UN membership to discuss how the international body can ensure the “full, effective and non-selective implementation” of its resolutions.
The session brought together senior UN officials, diplomats and policy experts to assess persistent challenges in translating Security Council decisions into meaningful action on the ground.
The meeting was addressed by Khaled Khiari, United Nations Assistant Secretary-General for the Middle East, Asia and the Pacific, Shamala Kandiah, Executive Director of Security Council Report, and Richard Gowan of the International Crisis Group.
The speakers emphasised that the credibility and effectiveness of the Security Council ultimately depend on the implementation of its decisions.
They argued that resolutions alone are insufficient unless accompanied by realistic mandates, clearly defined implementation mechanisms, adequate resources, sustained reporting and strong political commitment from member states.
According to the speakers, effective follow-up measures are essential to transform Council decisions into practical outcomes capable of promoting peace, stability and conflict resolution.
Speaking at the meeting, Pakistan’s Permanent Representative to the United Nations, Ambassador Asim Iftikhar Ahmad, stressed that Security Council resolutions constitute binding legal obligations under the UN Charter and should be implemented without discrimination or selectivity.
He warned that selective implementation weakens the Council’s authority, undermines international law and prolongs unresolved conflicts.
The ambassador highlighted situations such as Jammu and Kashmir and Palestine, arguing that the continued non-implementation of relevant Security Council resolutions has contributed to prolonged disputes and human suffering.
According to Ambassador Ahmad, the failure to implement UN resolutions on Jammu and Kashmir has left the issue unresolved for decades while adversely affecting the rights and aspirations of the Kashmiri people.
To strengthen the effectiveness of the Security Council, Pakistan proposed a series of practical measures aimed at improving accountability and follow-up mechanisms.
These recommendations included an annual review of resolutions that remain partially implemented or entirely unimplemented, the development of clearer implementation pathways and stronger monitoring frameworks.
Pakistan also advocated better coordination between UN peace operations, regional organisations and Security Council decisions to ensure that resolutions are translated into tangible results.
The proposals were presented as part of broader efforts to enhance the Council’s capacity to address protracted conflicts and emerging international security challenges.
According to the Foreign Office, participating member states welcomed the initiative launched by Pakistan and China and shared their own perspectives on improving the implementation of Security Council resolutions.
Delegates emphasised the need for decisions that are realistic, actionable and supported by sustained diplomatic engagement.
They also highlighted the importance of regular reviews, timely reporting mechanisms and adequate financial and institutional resources to support implementation efforts.
Several participants stressed that strengthening compliance with Security Council decisions would enhance the Council’s legitimacy and improve its ability to maintain international peace and security.
The joint initiative by Pakistan and China was widely viewed as a reaffirmation of their shared commitment to multilateralism and the principles enshrined in the United Nations Charter.
The Foreign Office noted that both countries underscored the importance of preserving the authority of the Security Council and ensuring that its decisions are implemented consistently and fairly.
By convening the discussion, Pakistan and China sought to encourage a more effective and accountable Security Council capable of responding to contemporary global challenges while upholding international law and collective security.
The meeting concluded with a broad consensus that effective implementation remains one of the most critical factors in determining the success of the Security Council’s efforts to resolve conflicts and maintain international peace.
Participants agreed that stronger accountability mechanisms, enhanced political commitment and improved institutional coordination would be essential for ensuring that Security Council resolutions achieve their intended objectives.
The initiative reflects ongoing efforts by Pakistan and China to promote a more effective multilateral system and reinforce the central role of the United Nations in addressing global challenges through dialogue, cooperation and adherence to international law.
