LAHORE: The Punjab government has formally notified the board of governors of the Punjab Film City Authority, an institution established to support the province’s film industry, but the move has prompted questions over policymaking and the division of authority within official circles.
The authority is being seen as an important initiative for the revival of Punjab’s film sector, with plans linked to the provision of modern facilities and the establishment of film studios built to international standards.
However, the composition of the newly notified board has drawn attention because the head of the provincial culture department is not part of the body responsible for promoting culture-related activity.
In Punjab, cultural affairs fall under the Department of Information and Culture, while policy matters concerning the film industry also come within its domain. Against that backdrop, the absence of the relevant minister from the board has led to concerns about how smoothly and transparently a major undertaking such as an international-standard film studio can be carried forward.
Questions over coordination
People in showbiz circles have described the development as a sign either of weak coordination in decision-making or of a deeper dispute over authority. Some observers have also viewed it as a possible indication of friction between the political leadership and the bureaucracy, warning that such issues could affect policy implementation in the future.
The controversy has emerged at a time when stakeholders in the film industry say the sector is already under strain and requires consistent government backing. They argue that poor coordination among institutions involved in policymaking has a direct effect on the industry.

Stakeholders maintain that for a struggling film sector, institutional clarity and coordination are essential if official support measures are to produce the intended results.
