NADRA to Issue Conditional CNICs Without Birth Certificates Until 2026

The National Database and Registration Authority (NADRA) has announced a new facility allowing first-time applicants to obtain Computerised National Identity Cards (CNICs) without presenting a birth certificate.

According to a NADRA spokesperson, this facility will remain available until December 2026. The initiative is described as a time-bound measure, intended to facilitate those seeking their first CNIC registration.

Strict Verification Conditions

NADRA clarified that the issuance of CNICs under this framework will be subject to strict verification protocols. The process will only be permitted where the applicant's identity can be established through NADRA’s existing records and mandatory biometric verification of already registered immediate family members.

“This facilitation has been approved under Section 5(1)(b) and Section 20 of the Nadra Ordinance, 2000, read with Rule 8 of the Nadra NIC Rules, 2002, which permit alternative verification mechanisms in specified categories.

Special Provisions for Married Women

According to the spokesperson, for married women aged 18 years or above, additional documents such as a valid local government Nikah Nama, a valid CNIC, or a National Identity Card for Overseas Pakistanis may be required as part of the verification process.
