Utility confusion

I got my K-Electric (KE) bill for the month of August and was surprised to note that one of the items charged was ‘MUCT (KMC)’, which I later found related to Municipal Utility Charges and Taxes (MUCT) that the KE is collecting on behalf of the Karachi Metropolitan Corporation (KMC). I have two separate meters for ground and first floors. Interestingly, the demand on one was for Rs300, while on the other it was Rs150. My house is located in Defence Housing Authority (DHA) area, and we pay our taxes to the Cantonment Board Clifton (CBC). Naturally, we have nothing to do with the KMC. I fail to understand why I should pay charges related to the KMC. Can someone be kind enough to explain this?
