Maintenance of posh areas

The area I live in was considered a posh locality till a few years ago. But the situation has changed drastically now. Hordes of garbage pickers, carrying big bags of trash on their shoulders, roam the streets rummaging through waste dumps. They are followed by stray dogs. Incidents of theft in the area have increased significantly. The authorities concerned should realise their responsibilities, and have all these problems resolved.
