The bill was presented by Minister for Parliamentary Affairs Nisar Khuhro.

During the session chaired by Sindh Assembly Speaker Agha Siraj Durrani, the House agreed to change the name of the university in Karachi after Abdul Sattar Edhi and the one in Hyderabad after Mohatarma Fatima Jinnah.
