BEIJING: The Political Bureau of the Communist Party of China (CPC) Central Committee on Friday held an important meeting to deliberate on new regulations governing the functioning of local Party committees, reaffirming Beijing’s focus on strengthening governance and discipline at all administrative levels.
The meeting was presided over by Xi Jinping, who serves as the general secretary of the CPC Central Committee. It placed strong emphasis on the need for local Party bodies to resolutely uphold the authority and centralized, unified leadership of the central leadership, with Xi Jinping at its core.
According to the official readout, local Party committees were instructed to faithfully implement decisions and policy directions issued by the central leadership, while also tailoring their approach to local conditions. The meeting stressed that adaptability, initiative and creativity at the grassroots level would be essential to ensuring effective governance across China’s vast and diverse regions.
A key focus of the discussion was the need for a pragmatic and results-driven approach to governance. The Political Bureau called on local authorities to pursue high-quality development through concrete actions, while simultaneously strengthening efforts to ensure national security and maintain overall social stability.
The leadership also highlighted the importance of improving public welfare, urging local governments to prioritise policies that deliver tangible benefits to citizens. Officials were asked to adopt a people-centric approach in evaluating performance, ensuring that governance outcomes translate into real improvements in living standards.
In addition, the meeting stressed the need to refine internal decision-making processes and enhance oversight mechanisms to promote transparency and accountability. Strengthening institutional checks was seen as critical to improving efficiency and preventing misuse of authority.
The Political Bureau further directed leading members of local Party committees to upgrade their professional competence and leadership capabilities. It emphasised the importance of advancing full and rigorous self-governance within the Party, calling for stricter adherence to discipline and regulations in the exercise of power.
Officials were also reminded to operate strictly within the framework of law, reinforcing the Party’s broader push for rule-based governance.
The meeting concluded with discussions on additional matters, signalling continued efforts by the Chinese leadership to reinforce administrative efficiency, policy implementation and Party discipline amid evolving domestic and global challenges.
