QUETTA: Concerns have been raised regarding the lack of autonomy for local governments in Balochistan, with parliamentarians being accused of obstructing efforts to empower these bodies. This issue was highlighted during a consultative session organized by the Local Councils Association of Balochistan, which brought together elected representatives and civil society members to discuss the challenges facing local governments in the province.
Participants at the session alleged that provincial lawmakers have been reluctant to devolve administrative and financial powers to local governments. They argued that this reluctance has undermined the effectiveness of local bodies and hindered their ability to address community needs. According to the speakers, the provincial government has not fully implemented the Balochistan Local Government Act, which was designed to grant greater autonomy to local councils.
During the session, it was pointed out that despite the legislation, local governments continue to face significant obstacles in managing their own affairs. The participants claimed that the current system leaves local bodies dependent on provincial authorities for funding and decision-making, limiting their capacity to deliver essential services at the grassroots level.
Speakers also noted that the lack of autonomy has discouraged public participation in local governance and has contributed to a sense of disillusionment among elected representatives. They called for the immediate transfer of administrative and financial authority to local governments, in line with the provisions of the Local Government Act.
One participant stated, "The provincial government must take concrete steps to ensure the devolution of powers as promised under the law." Another speaker emphasized the importance of empowering local bodies to strengthen democracy and improve service delivery in Balochistan.
The session concluded with a unanimous demand for the provincial government to remove obstacles to local government autonomy and fully implement the existing legislation. Participants expressed hope that greater empowerment of local councils would lead to more responsive and effective governance across the province.
