Sindh High Court overturns ombudsman’s order in Hyderabad harassment case
The Sindh High Court Hyderabad circuit has overturned the Federal Ombudsman Secretariat’s order demoting and fining a National Savings officer in a harassment case, after the complainant did not appear before the court.

HYDERABAD: The Sindh High Court (SHC) Hyderabad circuit has set aside an order issued by the Federal Ombudsman Secretariat for Protection Against Harassment of Women in a case involving a senior officer of National Savings Pakistan.
The division bench, comprising Justice Arbab Ali Hakro and Justice Riazat Ali Sahar, delivered its judgment while hearing a constitutional petition filed by Syed Farhan Ahmed Shah, incharge of the Regional Directorate of National Savings Hyderabad. Shah was represented by advocate Jawad Qureshi.
The petitioner had challenged the ombudsman secretariat’s order dated January 18, 2024, which had demoted him to a lower position and imposed a fine of Rs100,000 in connection with a harassment complaint lodged by a woman, Kiran Mehmood. According to the case details, Mehmood had filed multiple complaints against Shah at various forums.
The SHC had earlier issued a notice regarding the petition, which was also published in print media. However, no one appeared before the bench to represent Kiran Mehmood during the proceedings on Shah’s petition.
After reviewing the case, the SHC bench allowed Shah’s constitutional petition and set aside the ombudsman’s order, effectively reversing the disciplinary actions taken against him.
