The leather and footwear industry in Pakistan has called on the Ministry of Commerce to introduce a distinct Harmonised System (HS) code for used footwear imports in the upcoming budget. Industry representatives raised this proposal during a meeting with Commerce Minister Jam Kamal, according to official statements released after the meeting.
During the discussions, stakeholders from the sector highlighted several challenges, including issues related to export growth, domestic industry hurdles, and regulatory concerns surrounding the import of used footwear. The delegation emphasized that used footwear is currently classified under the broader category of used clothing and accessories, which, according to them, complicates regulatory oversight.
Industry representatives argued that the lack of a dedicated HS code for used footwear makes it difficult for authorities to accurately monitor imports, determine proper valuation, and implement targeted regulatory measures specific to the footwear sector. They suggested that a separate classification would help address these challenges and support the industry's development.
Officials present at the meeting acknowledged the concerns raised by the industry and noted the proposals for consideration in the upcoming budget. The meeting concluded with an understanding that the Ministry of Commerce would review the suggestions and examine possible regulatory adjustments to better support the leather and footwear sector.
