Missed promotion

Recently, my mother from Kinnaird College of Women, Lahore, was denied promotion to BPS-20 grade as her retirement date preceded the date of provincial selection board meeting, which was due to be held months ago.

She presented her complete data and records long before the deadline, and we did alert the former chairman of the Higher Education Commission (HEC) about the matter. He promised to make things happen swiftly, but nothing happened. As things took shape, a number of officers were neglected and disregarded just because of HEC’s negligence and mismanagement. When asked about this anomaly, the joint secretary at the civil secretariat asked us to pursue the matter in a court of law because, in his words, such odious laws need to be amended. Who is responsible for this state of affairs?
