ISLAMABAD: In another lopsided move by the Capital Development Authority (CDA) to save its near and dear one’s while leaving few at the mercy of investigations, CDA’s Human Resource Directorate (HRD) has forwarded inquiries and court cases against 34 officers for investigation and inquiry out of around 1,068 employees from various directorates and pays scales.

According to sources privy to the development, the Human Resource Directorate of CDA had been presenting incomplete and selective record to Federal Investigation Agency (FIA) regarding 34 officers while a free reign was given to remaining hundreds of officers in sheer disregard to dictates of fair play.

In 2010, the then director of HRD made the promotions, postings and up gradations for thousands of members. Almost a decade later, however, with National Accountability Bureau (NAB) and FIA breathing down its neck, the HRD, in order to prove its proficiency, has resorted to picking and choosing favourites while punishing select few officers.

In previous audit reports of HR Directorate of CDA and the auditor general of Pakistan, the promotion, up gradation and change of cadre for hundreds of employees have clearly been noted. However, no substantial action backed by sanction, investigations and inquiries was taken by the civic agency. The delaying tactics are being employed till this day to save the blue-eyed ones in the rank and file.

It is pertinent to mention here that the Supreme Court of Pakistan in its multiple suo motu notices has sought records of illegal appointments and promotions where relevant authorities  have been directed to take stern action against the culprits involved.

Around 5,000 posts are currently vacant in CDA’s different directorates. Despite the severe shortage of work force the Capital Development Authority (CDA) marches on with its stop-gap arrangements, officers on deputations and giving multiple charges to its officers and staff.

The severe paucity of employees not only adversely affects the functioning of the civic agency but also makes the position of contract employees precarious.

According to sources at the HR department of CDA, against the total sanctioned strength of 19,453 employees, at present, a total of 14,410 employees are presently working in the CDA. Interestingly, 351 of the vacant positions include posts of gazetted officers of grades 17, 18, 19 and 20.
