ISLAMABAD: Pakistani students seeking to study medicine or dentistry abroad will now have to pass the Medical and Dental College Admission Test (MDCAT) and secure registration with the Pakistan Medical and Dental Council (PM&DC) before leaving the country, according to a decision discussed at an official committee meeting.

The requirement came up during a meeting of the Sub-Committee on Accreditation of Medical and Dental Colleges and Postgraduate (PG) Qualifications, which examined ongoing reforms and regulatory steps aimed at improving medical and dental education in Pakistan.

According to the details shared from the meeting, the sub-committee also reaffirmed a policy of zero tolerance for negligence, irregularities and non-compliance in the accreditation and inspection process.

A high-level committee headed by Deputy Prime Minister Mohammad Ishaq Dar is currently supervising efforts to strengthen the regulatory framework for medical and dental education in the country.

Focus on oversight and standards

The sub-committee is working on measures to enhance transparency, bring greater uniformity to accreditation procedures for medical and dental colleges, and simplify inspection and recognition processes for undergraduate and postgraduate qualifications in line with international standards.

Officials discussed in detail the inspection mechanisms for undergraduate and postgraduate medical and dental programmes during the meeting. The deliberations formed part of a broader push to tighten oversight of medical education and accreditation standards.

The latest move means students planning to pursue medical and dental education outside Pakistan will be subject to an additional regulatory requirement before departure, linking overseas study plans to domestic testing and registration standards.

The meeting also reviewed the wider reform agenda concerning accreditation of institutions and recognition of qualifications. The emphasis remained on improving the credibility of the system through standardised mechanisms and stricter compliance.

Authorities are seeking to strengthen inspection and accreditation procedures as part of the ongoing regulatory overhaul. The committee’s discussions reflected an effort to align undergraduate and postgraduate medical and dental qualifications with internationally accepted benchmarks while maintaining closer scrutiny of institutions and students connected to the sector.

The decision adds to the broader set of reforms under consideration by the relevant bodies overseeing medical and dental education, with the stated aim of improving transparency, regulation and recognition procedures across the system.
