Sindh revenue officials say a digital property card and e-transfer system will make property transfers faster, simpler and more secure. The update came during a review visit to Matiari, where land record rewriting is under way.

KARACHI: Senior Member Board of Revenue Syed Khalid Hyder Shah has said the launch of the property card system on a digital e-transfer platform is expected to make the property transfer process simpler, quicker and more secure.
He made the remarks during a visit to Matiari district on Monday, where he reviewed progress on the rewriting of the record of rights. According to the details shared during the visit, the record of four dehs in Matiari has been rewritten, while work is under way in 65 more dehs out of the district’s total 112 dehs.
Shah said the e-registration of properties would also help curb corruption and unlawful practices in the system. His comments came as officials outlined the expected impact of digitisation on land administration and property transactions.
Progress in Matiari reviewed
During the visit, Commissioner Hyderabad division Fayaz Abbasi described the work carried out by the Matiari team as a model for the rest of Sindh. The review focused on the ongoing effort to rewrite land records and move toward a digital system for property registration and transfer.
Member Reforms, Board of Revenue, Saifullah Abro said digitisation would allow landowners to complete property transactions more easily after paying the required government fees and taxes online. He said the new system is intended to streamline the process for citizens by reducing procedural hurdles.
Secretary Revenue Mehboob Siyal said buyers and sellers would be able to visit the People’s Service Center and, in the presence of two witnesses, complete the transfer of property or land records through a digital application at a single location. He said this would save both time and resources.
How the system will work
Under the new arrangement, once a property card is issued in the name of an owner, the system will automatically update the record whenever a subsequent transaction takes place. Officials said this feature is aimed at ensuring that ownership records remain current after each transfer.
The visit to Matiari was part of the Board of Revenue’s review of progress on rewriting the record of rights, a process that officials linked to the broader digitisation of land records and property transfers in Sindh.
Officials expressed the view that the digital property card and e-transfer mechanism would make transactions easier for landowners while improving transparency in the system.
