 ISLAMABAD: Prime Minister Shehbaz Sharif on Tuesday highlighted the expanding cooperation between Pakistan and Turkiye in the judicial sector, emphasizing the role of digital technologies in ensuring faster, more transparent, and efficient delivery of justice. He said both countries could leverage each other’s experiences to enhance citizens’ access to justice, state media reported.

PM Shehbaz made the remarks during a meeting with Kadir Ozkaya, President of the Constitutional Court of Turkiye, who visited Islamabad along with a high-level delegation, according to a statement from the Prime Minister’s Office (PMO).

Highlighting the deep-rooted brotherly ties between the two nations, the prime minister said Pakistan and Turkiye were steadily advancing toward a comprehensive economic and institutional partnership. “The Memorandum of Understanding signed during the recent visit of the Turkish delegation is the first step in this direction,” he said.

PM Shehbaz added that both countries could benefit from each other’s experience in legislation and its implementation in critical sectors such as climate change, counter-terrorism, immigration, and other areas impacting governance and public service delivery.

In his remarks, President Kadir Ozkaya thanked Pakistan for its warm hospitality, saying: “Love for Pakistan resides in the veins of every Turk.” He noted that the Constitutional Court of Turkiye, which has a 64-year legacy, is ready to initiate a pilot project with Pakistan to share its extensive judicial expertise.

The meeting was attended by judges of the Turkish Constitutional Court, Rıdvan Guleç and Recai Akyel, as well as Türkiye’s Ambassador to Pakistan, Irfan Nezirolu. Senior Pakistani officials including Deputy Prime Minister and Foreign Minister Muhammad Ishaq Dar, Law Minister Azam Nazeer Tarar, Attorney General Mansoor Awan, Minister of State Barrister Aqeel Malik, and Special Assistant Tariq Fatemi were also present.

Pakistan and Turkiye Sign Judicial Cooperation MoU

On Monday, the Supreme Court of Pakistan and the Constitutional Court of Turkiye signed a Memorandum of Understanding (MoU) to strengthen judicial cooperation between the two countries.

The MoU was signed by Kadir Özkaya and Chief Justice of Pakistan Justice Yahya Afridi in a ceremony at the Supreme Court, where a high-level Turkish judicial delegation was received by the Chief Justice.

The agreement establishes a structured, forward-looking framework for collaboration, encompassing judicial exchanges, capacity building, professional training, and the sharing of best practices in adjudication and judicial administration.

A key focus of the cooperation is professional development of the judiciary, especially at the district level, through joint training programmes, academic exchanges, and exposure to comparative judicial systems.

The MoU also envisions enhanced adoption of modern technologies in judicial processes, including digitalisation and e-courts, aimed at improving efficiency, transparency, and citizens’ access to justice. It further provides for joint research initiatives, exchange of legal knowledge and jurisprudence, and sustained institutional engagement through coordinated mechanisms, including the establishment of a Joint Working Group for effective implementation.
