We have also the example of also PML-N Government of 2013, as far as the law and order situation is concerned, it has improved as a result of empowering Sindh Rangers by giving them more powers, particularly after the Karachi operation in 2013. While Rangers had been in the city since 1989, on the request of the Sindh government, and the remarkable improvements, peace and tranquility have been witnessed in real sense.

Neither article 149(4) was invoked at that time nor there was any hue and cry of karachi administration will be held under Federal control or Central Government.

we will come to know that how far the situation of karachi was worst beside current situation, nobody have even thought of that the karachi peace will be restored and economic will be far better.
So my point is article 149(4) is not a permanent solution , this article is politically used with some conspiracies otherwise nothing else.
If we really want the Karachi as neat and clean and see workable infrastructure, then we have to empower the Grass Root Level Politics/ the Local Government and Sindh Government should also amends its local government act 2013 and transfer all reasonable powers to local stake holders who have been given the mandate of their localities at local election, the Counsellors, Chairmans and Mayors and local representatives who could function properly and strongly be held accountable if they deviate from their given legal obligations.
