An optimistic Federal Law Minister Farogh Naseem on Saturday said that the ruling party has the constitutional right to take control of the federal government.
“It is very clearly laid out in the Article 90 and 97 of the federal constitution under Chapter 3,” said the law minister, while reading out from the said articles. “90 (1) states ‘Subject to the Constitution, the executive authority of the Federation shall be exercised in the name of the President by the Federal Government, consisting of the Prime Minister and the Federal Ministers, which shall act through the Prime Minister, who shall be the chief executive of the Federation.”
“And then, in Article 97, ‘Subject to the Constitution, the executive authority of the Federation shall extend to the matters with respect to which [Majlis-e-Shoora (Parliament)] has power to make laws, including exercise of rights, authority and jurisdiction in and in relation to areas outside Pakistan.’”
“So by these two, the ruling coalition has a constitutional right to take administrative control of the federal government,” he said. “Please,” he said, in conclusion.
