The Capital Development Authority (CDA) in its eleventh board meeting has approved the revision of payment (instalment) plan for of Park Enclave II, a much-delayed project, and waved off the delayed charges, on Tuesday.

The CDA board, while approving the change of use of plot no.10, I-11/4 from Islamabad cold storage to warehouse, said that these issues of minor nature must be approved at the directorate level and summary should not be presented before apex policy-making body.

However, the CDA, in its seven agenda board meeting has deferred three agendas pertaining to the naming of capital’s roads after social workers, prominent intellectuals, literary personalities, and professors, including renowned journalist Zahid Malik (late), A-Hameed and Mukhtar Masood, and Masiuddin Ahmed Siddiqui.

It is pertinent to mention here that the CDA has failed to initiate development work in Park Enclave II housing project, as of yet; the authority could not even take complete possession of the land.

The aforementioned relaxation to the purchasers and investors of Park Enclave II is apparently given in order to conceal its negligence.

The CDA board had discussed a summary of the estate management for not charging over 300 plot owners any fee for the delay in making their payments.

They had been also allowed to sell out their plots, if they wanted, before completing the instalments.

Delaying development works in announced and auctioned sectors has become CDA’s tradition as the development of numerous sectors like I-12, 1-14-1-15 which remain stalled for years and the allottees of E-12 have been waiting for their developed plots for last many years.

Due to the negligence of the capital’s foremost civic agency, the intentionally created space has been filled with legal and illegal housing societies as their number has swelled to over 130.

In January 2016, the CDA had launched the Park Enclave II without taking full possession of the land as a prominent portion of land in the said area which is still under the occupation of local people with whom the CDA is yet to finalise the payment plan.

The civic management has also failed to complete the development work in the Park Enclave I on time, which was launched in 2011. Still, the development work in some streets is not completed. However, a major development work in the Park Enclave was completed in 2015.

Earlier, it was decided that the allottees of Park Enclave II were supposed to pay all the dues in four instalments within one year, while the CDA was to hand over the possession of the developed plots to them after receiving the last instalment in January 2017. Subsequently, the allottees have stopped paying instalments after the civic management failed to fulfil its promise.
