In what appeared to be a shocking revelation, officials of the Capital Development (CDA) authority were allegedly stealing petrol and diesel worth millions of rupees, while taking senior officials into confidence.

Sources informed that several complaints had been lodged against Arshad Foreman, Rashid and driver Asad Butt. However, the security officials dumped the investigation process after receiving bribes from the robbers.

The enforcement staff were involved in stealing and discarding the petrol ranging from 150 to 200 liters from CDA departmental cars every week, however, no action was taken against responsible people up till now. An official on condition of anonymity informed that petrol worth over Rs 0.1 million had been discarded from the allocated amount to cars in the last one month.

The CDA has 36 waters tankers from which 18 tankers are supplying water to various sectors of Islamabad, with no proper system of check and balance. Sources told that diesel worth of Rs0.8 million was stolen every week.

The corrupt were caught red-handed by Supervisor Director Security Fahim Badshah who was informed in writing on the matter, however, he dumped the file after probing the matter. Sources said that around 60 per cent of petrol and diesel supplied to CDA was stolen every month, while petrol worth Rs100 million was being removed annually from the amount allocated to the cars and then sold in the open market.

The corrupt staff of CDA was purchasing Rs50 for petrol and diesel from pumps on government quota, however, the CDA and petrol staff manipulated the voucher by showing value of Rs200 per liter.

Money acquired is then distributed among all the stakeholders involved in the corrupt act, hence, a lot of pressure us put on the national exchequer.
