PA speaker calls for evidence-based debate on CCD operations in assembly

LAHORE: Punjab Assembly Speaker Malik Muhammad Ahmed Khan has emphasized that any discussion regarding the operations of the Crime Control Department (CCD) must adhere to the constitutional and procedural framework of the assembly. His remarks came in a detailed response on Sunday to a letter from MPA Waqas Mahmood Maan, who had requested a formal debate in the House following a fact-finding report by the Human Rights Commission of Pakistan (HRCP).
In his reply, Speaker Khan reaffirmed the assembly's role as the principal forum for elected representatives to hold the government accountable. He stated that this accountability should be exercised through arguments, documented evidence, and legal reasoning. The speaker clarified that during the February 25 session, he had not questioned the credibility of the HRCP report referenced by the lawmaker. Instead, he had directed that the report be formally presented before the House to facilitate an informed and evidence-based debate.
Speaker Khan underscored the importance of parliamentary oversight, noting that any examination of the CCD's functioning should be conducted within the established rules and procedures of the assembly. He reiterated that robust debate, grounded in documented facts, is essential for meaningful oversight and accountability.
The issue was raised after the HRCP released a fact-finding report on the CCD's operations, prompting MPA Maan to seek a structured discussion in the assembly. The speaker's response highlighted the need for due process and adherence to legislative protocols when addressing such matters.
