Canada relaxes study permit restrictions for graduate students

Starting in January 2026, Canada will lift the federal study permit caps for master’s and PhD applicants at public universities, marking a significant policy shift aimed at attracting top-tier research talent. This change, outlined in the Immigration Levels Plan 2026–2028, will help Canada continue to draw skilled researchers while balancing the intake of international students.

In addition to the removal of permit caps, the Canadian government will introduce a faster visa processing system for PhD students. Applicants from outside Canada will be able to apply for a study permit with a 14-day fast-track process, which also extends to their family members.

The Immigration, Refugees and Citizenship Canada (IRCC) has launched a dedicated webpage to provide graduate students with information on study programs, scholarships, and work opportunities available after graduation.

Although Canada is tightening the rules for international undergraduate and college-level students, graduate students are largely exempt from these restrictions. This ensures that the country can still attract highly skilled researchers who contribute to its economy, scientific progress, and innovation. The new policy is part of a broader strategy to manage international student growth while addressing the pressure on housing, healthcare, and infrastructure.

By 2027, Canada plans to reduce the overall temporary resident population—comprising students, workers, and visitors—to under 5% of its total population. However, the Graduate Student Intake for 2026–2028 remains substantial, with a target of 155,000 new arrivals in 2026, followed by a target of 150,000 for the subsequent years.

This policy update underscores Canada’s ongoing commitment to attracting global research talent, further solidifying its position as a top destination for advanced education and innovation.
