PM unveils ‘Roshan Economy Package to set power tariff at Rs 22.98 per unit for industry, agriculture

ISLAMABAD: Prime Minister Shehbaz Sharif on Thursday unveiled a major Roshan Economy Electricity Package, announcing a subsidized tariff of Rs22.98 per unit for the industrial and agricultural sectors for the next three years, aimed at boosting productivity, exports, and employment while reducing energy costs.

The relief package—effective from November 2025 to October 2028—marks a significant reduction from the current Rs34 per unit for industry and Rs38 per unit for agriculture, reflecting the government’s broader effort to spur economic growth through lower input costs and greater energy affordability.

The prime minister made the announcement during a meeting with a delegation comprising industrialists, agricultural experts, and representatives of the business community.

Premier Shehbaz assured the participants that the financial impact of the subsidy would not be transferred to domestic consumers or any other sector, emphasizing that the government had ensured the fiscal space for the relief through improved efficiency and fiscal discipline.

Commending Power Minister Sardar Awais Leghari and his team for preparing the package, the prime minister said the move was designed to revitalize two of the country’s most critical sectors—industry and agriculture—which together form the backbone of Pakistan’s economic stability and job creation.

“The uplift of industry and agriculture is essential for sustainable economic development and employment generation. We are determined to enhance these sectors’ competitiveness in the region,” the prime minister said.

He noted that the Roshan Economy Package builds upon the success of last year’s winter energy scheme, under which the two sectors had utilized 410 gigawatts of additional electricity—a measure that revitalized manufacturing, boosted exports, and created thousands of jobs.

“The journey from economic crisis to stability has been challenging, but through consistent effort, teamwork, and the cooperation of the business community, we are now entering a phase of recovery and expansion,” he remarked.

The prime minister expressed confidence that the latest initiative would further reduce production costs, improve export competitiveness, and help drive down inflationary pressures in the long term.

Reiterating the government’s commitment to supporting productive sectors, Shehbaz Sharif said the package aligns with his administration’s broader strategy to transition Pakistan from consumption-driven growth to productivity-led expansion, ensuring that industrial and agricultural outputs contribute more substantially to GDP growth.

Highlighting improved macroeconomic indicators, the prime minister credited prudent fiscal policies and institutional reforms for stabilizing the rupee, curbing inflation, and increasing investor confidence.

He added that consistent energy supply and cost competitiveness were vital to sustain this trajectory and expressed optimism that the Roshan Economy Electricity Package would pave the way for a self-reliant, export-oriented economy.

“The development of the industrial and agricultural sectors will help Pakistan rid itself of debt dependency and achieve long-term economic sovereignty,” he asserted.

The meeting participants appreciated the government’s initiative, terming it a forward-looking measure that would enhance productivity, attract investment, and restore confidence among the business and farming communities.

PM Shehbaz reaffirmed that the government would continue to engage with stakeholders to ensure smooth implementation of the plan and to identify further reforms needed for sustainable energy and economic growth.

He concluded by urging all sectors to “work collectively and with renewed resolve” to achieve the shared goal of a prosperous and economically resilient Pakistan.
