Killing stray dogs can now land you in jail

ISLAMABAD: The Islamabad High Court (IHC) has declared that individuals involved in the killing of stray dogs in the capital will face criminal charges and potential imprisonment. The court has directed that FIRs be filed against those responsible for such acts, marking a significant move toward more humane treatment of animals in Islamabad.

This ruling was issued during the case of Nelofar v. Chief Commissioner ICT and others, overseen by Justice Khadim Hussain Soomro. The case was brought by animal rights advocate Nelofar, represented by Advocate Altamush Saeed. Nelofar argued that despite assurances from the Capital Development Authority (CDA) to implement a humane trap, neuter, vaccinate, and release (TNVR) program, stray dogs were still being killed in brutal ways.

TNVR is a widely recognized, humane method for controlling the stray dog population without resorting to violence.

The petitioner presented photographic evidence of deceased dogs in a CDA truck, contradicting the CDA’s earlier statements to the court. Eyewitness Dr. Ghani Ikram also testified, confirming that he had seen several dead dogs being transported in a CDA vehicle, with the driver fleeing when confronted.

In response, the IHC took serious notice of the situation, instructing the Director of Municipal Administration (DME) at CDA to appear in person and explain the incident. The court also directed that all stray dogs in Islamabad must be vaccinated and cared for in accordance with established policy, rather than being killed.

Justice Soomro emphasized that if further evidence of dog killings is found, FIRs must be filed against those responsible.

The case is scheduled for further hearing on October 27, 2025, with notices issued to the CDA and Islamabad Capital Territory Administration.
