Top CSS scorer from Larkana denied preferred group allocation

KARACHI: Mir Musawwar Ali Mithani, the top scorer of the 2023 Central Superior Services (CSS) examination, has raised objections over being denied his first-choice group despite his top position. Mithani, who hails from Larkana, has written to President Asif Ali Zardari, requesting intervention and fair treatment.

In his letter, Mithani said he was assigned to the Pakistan Audit and Accounts Service, although his preferred group was not specified publicly. He described his success as a moment of pride for Larkana and Sindh, invoking the legacies of Shaheed Zulfikar Ali Bhutto and Shaheed Benazir Bhutto.

Mithani argued that, under the rules, top scorers are granted the option to choose their group, while the Federal Public Service Commission assigns remaining candidates to other services such as Foreign Affairs, Police, and Customs. He urged authorities to reconsider what he described as an unjust allocation.

According to official data, 28,024 applications were received for the regular 2023 CSS exam, of which only 13,008 candidates appeared. A total of 401 passed the written stage, and 210 were ultimately recommended for positions, reflecting a 2.96% success rate.

Separately, a Special CSS Examination held the same year saw 15,245 candidates attempt the written test, with 519 passing and 141 securing final selection, indicating a slightly higher success rate of 3.20%.

Online commenters suggested that Mithani may have qualified through the Special CSS exam, which did not offer certain elite services such as the Pakistan Administrative Service. They recommended that he consider reappearing in the regular examination for a chance at his preferred group.
