Civil servants say no to extra-constitutional reforms

LAHORE: 3,800 civil servants of four provinces on Sunday passed a joint resolution during a convention of All Pakistan PMS/PCS Officers Associations, demanding the prime minister and all chief ministers to reform civil service in line with the law and constitution.

They rejected civil service reform proposals by the federal task force led by Dr Ishrat Husain where they said facts have been deceived and demanded that reforms be done according to the constitution under relative Articles 97, 240(b) & 142(a) & (c).

They also demanded that provincial civil services be reformed by provincial cabinet and assemblies as per the constitution.

The officers asked for the all chief secretaries of provinces to be posted by respective chief ministers and provincial cabinets from provincial services. They also asked for the federal PAS officers to be repatriated to the Establishment Division as concurrent list stands deleted.

They demanded that all modern principles of civil service should be applied to civil services and it should be organised on competition, merit-based development, performance-based sustainability and protection of law, exclusion and capacity.
