Senate Panel Flags Under-Representation of Balochistan, Sindh in Federal Jobs
A Senate committee has raised concerns over the under-representation of Balochistan and Sindh in federal jobs, directing authorities to fill provincial quotas without delay and treat them as a rightful share rather than a favour.

The Senate Functional Committee on Devolution has raised concerns regarding the under-representation of Balochistan and Sindh in federal government employment. The issue was discussed during a meeting held at Parliament House on Monday, where committee members highlighted the need to address the longstanding deprivation of these provinces in federal secretariat positions.
Senate Committee Meeting Highlights
Presiding over the session, Senator Zamir Hussain Ghumro emphasized that both Balochistan and Sindh have historically not received their rightful share in federal jobs. He directed the Establishment Division to take immediate steps to rectify this imbalance.
The committee instructed the Establishment Division to issue a formal letter to all ministries, divisions, and autonomous corporations. The purpose of this directive is to ensure that employment quotas allocated to Balochistan and Sindh are filled without delay. The committee also requested that a copy of this letter be shared with its members for oversight.
Call for Immediate Action
Senator Ghumro further clarified that the provision of jobs to the provinces should be treated as a rightful share, not as a favour or concession. He stressed the importance of upholding the principle of fair representation in federal employment, in line with existing quota policies.
The chair directed officials concerned to carry out the provision of rightful share to the provinces and not the quota, which sounds like a favour.
The Senate panel's directives reflect ongoing concerns about equitable distribution of federal jobs among provinces. The committee urged all relevant authorities to prioritize the fulfillment of provincial quotas to address the issue of under-representation.
The Establishment Division has been tasked with ensuring compliance across all federal entities and reporting back to the committee on progress made in this regard.
