PLL to allocate non-utilised LNG terminals to private sector

ISLAMABAD: Pakistan LNG Limited (PLL) has floated a tender, seeking bids to allocate idle LNG terminals to the private sector for a period of six months starting from February to July 2021.

The deadline for submission of applications from interested parties is January 18.

As per details, PLL has an unutilised capacity of 235 Million Cubic Feet per Day (MMCFD) in February, 136 MMCFD in March, and 130MMCFD in April, 50 MMCFD each in May and June, while 100 MMCFD will be available in July.

PLL utilises its contracted capacity depending upon the requirement of RLNG by gas utility companies. In order to optimally utilise its contracted capacity, the federal government has authorised PLL to allocate its idle capacity to private parties on a short term basis, depending on the requirement of gas utility companies.

The PLL will provide the idle capacity to all parties which fulfil the eligibility criteria with the Oil and Gas Regulatory Authority (OGRA) determining charges for the relevant month.

In case the local requirement exceeds the total available capacity, PLL will adjust individual capacity allocations proportionately.

The available regasification capacities may vary, both on a daily and monthly average basis, based on available berthing slots and requirement of PLL’s own customers, while considering the finalised schedule of all slots.

Any RLNG not delivered during the said period may be carried forward in accordance with the provisions of the agreement. The draft agreement for the allocation of available terminal services is subject to approval from OGRA.
