SHC seeks federal comments on AIG Thebo’s plea for promotion

KARACHI: The Sindh High Court (SHC), on Wednesday, sought comments from the establishment division secretary on the constitutional petition filed by the Traffic Police Additional Inspector General (AIG) Ghulam Qadir Thebo, seeking his promotion from grade 21 to grade 22.

Thebo informed the court that he was not promoted to grade 22 by a high-powered selection board despite the fact that he met the criteria laid down in the Civil Servants (Promotion to the post of Secretary, BS-22 and equivalent) Rules, 2010.

He reminded the court that he has been serving in the civil service since 1985 after passing the CSS examination. “I have served as the assistant superintendent police, superintendent police, senior superintendent police, deputy inspector general, prisons inspector general in the past and I am currently serving as traffic police AIG,” he said.

Thebo also informed the court that he had also served with the United Nations Mission to Bosnia from August 2000 to December 2001 and served as the enquires and anti-corruption chairman from June 2016 to July 2017.

Impleading establishment division secretary and the high powered selection board as the respondents, the petitioner asked the court to direct them to consider him for promotion to grade 22 as per rules.

After the preliminary hearing, the court issued notices to the respondents and the federal law officer, directing them to come up satisfactory replies by January 31.
