Cargo containers pilferage up by 250 percent in past year

Despite the intervention of Supreme Court in the matter, the recent figures compiled by Federal Board of Revenue (FBR) reveal that the number of containers – meant for Afghanistan – that went missing in Pakistan, increased by over 250 percent during the past year, as compared to the previous three years.
The Supreme Court had taken a suo motu notice of the missing containers, in which Moonis Elahi, the son of former Punjab Chief Minister Pervaiz Elahi, is the prime accused.
According to the documents available with Pakistan Today, the losses – recorded since 2007 – have already caused losses of Rs 60 billion to the national exchequer.
Since October 16 2010, a total of 20,078 commercial containers for the Afghan government have gone missing after arriving at the ports of Karachi, compared with the 7,922 containers that went missing from January 1, 2007 until October 15, 2010.
On the non-commercial side, over the same period the latest estimate of pilferage is about 19,000 containers.
Commercial containers carry cargo for the Afghan government while the non-commercial ones carry cargo for the International Security Assistance Force (ISAF) – NATO.
The first report of FBR had stated that the minimum number of containers estimated to have gone missing from January 1, 2007 to October 15, 2010 in relation with commercial transit was 7,922. In the second report dated July 6, 2011, the number had already risen to about 24,000.
The third report states that the latest figures of missing containers have increased to 28,000 and the impact of this mega scam is estimated to be over Rs 60 billion.
Documents show that almost 17,000 containers were issued cross-border certificates by customs authorities in Karachi, but no record was available with the Peshawar custom officials.
According to the report prepared on July 6, 2011, as far as goods transited via Torkham station are concerned, the committee accepts that due to unavailability of data from Afghan customs department, efforts for identification of pilfered containers were made from various available records.
In the records of border customs stations, many consignments were not received but the Cross Border Certificates (CBCs) were somehow available in the record of Karachi Customs Collectorates, which made no other sense except that CBCs may have been manipulated to cover-up the en-route smuggling of the transit cargo.
The Afghan Transit Trade (ATT) commercial cargo despatched from Karachi first arrived at one of the customs stations of the Pesawar Collectorate or Amangarh, Peshawar Dry Port. After completion of customs formalities, it is dispatched to Torkham in the form of cross-border convoys. The customs processing and cross-border for commercial consignments are made on duplicate and triplicate copies of Afghan Transit Trade Invoices (ATTIs), dispatched by customs collectorates of clearance at Karachi to the designated customs stations in Peshawar.
The ATTIs records are maintained at the said stations and after completion of customs formalities and crossing of border, the ATTI’s triplicate copy is dispatched to the customs collectorate of clearance concerned in Karachi while the duplicate copy is retained by the Peshawar Customs Collectorate.
According to the report, the digitised records of Peshawar customs were compared with those of Karachi customs on basis of ATTI numbers and it was found that as many as 9,512 CBCs involving 17,052 containers, cleared from Karachi, were not available in the Peshawar records.
Moreover, 3,758 containers in transit through Chaman border (Quetta), involving duties and taxes to the tune of Rs 7.309 million, did not cross the border. Legal proceedings by way of show-cause notices to the defaulting and evading parties were initiated by respective custom collectorates. Further exercises and the MCC Quetta collector categorically confirmed that another 3,142 containers did not reach Chaman.
Upon confirmation, Director General Intelligence was tasked to register FIRs against the culprits.
The number of containers under commercial ATT decreased from 25,309 containers imported during the period from February 1 to June 20, 2010, to only 11,632 containers during the corresponding period of 2011 that translated into an appreciable fall of 54 percent.
The figures reveal that perception change from impunity to accountability did result in shifting of ATT commercial cargo to regular import channels and contributed additional duties and taxes amounting to Rs 3.618 billion for 15 major items alone.
Reports coming in from various sources, including officials from collectorates and verifying suspect data, revealed that a goods and cargo of ISAF in transit to Afghanistan found their way in ‘bara markets’.
Besides identification of missing containers of commercial cargo, MMC Quetta collector found that 21 containers pertaining to NATO/ISAF forces did not reach Torkham.
The FBR is reported to be proceeding swiftly to conclude its findings in the case; however, pending verification of the huge and scattered volume of records and the confirmation from the Afghan government in the matter.
During a recent press conference, former Sindh minister Dr Zulfiqar Mirza had also mentioned the case of missing containers and alleged that a former federal minister among others was also involved in the scam.

    عجب گل صاحب،،،،،فوج واقعی اتنی بے غیرت نہیں بلکہ انتہائی بے غیرت ہے۔ ایک بات بتائیں اگر کوئی آپ کے یا میرے گھر میں گھسے تو ہمارا رد عمل کیا ہوگا۔ یہاں تو فوج خود کا ہمارا محافظ کہتی ہے، سرحدوں کا پاسبان کہتی ہے۔ روز ڈرون طیارے ہماری سرحدوں کی پامالی کرکے فوج کے منہ پر تھوکتے ہیں۔ ایبت آباد کا واقعہ فوج کی بے غیرتی کا منہ بولتا ثبوت ہے۔ امریکی صدر کی ایک فون کال پر اس فوج کے سربراہ کمانڈو مشرف نے ہتھیار ڈال دءے تھے۔ ڈرون طیارے گرائے جاسکتے ہیں مگر ائیر فورس نہیں گراتی۔ اس سے زیادہ بے غیرت فوج کسی ملک کی ہوگی۔

    Imran Khan is a good person but his some decsions are very very bad. I think arounding people are not good policy makers i have a good mind if he need i can share to him or Mian Nawaz sharif because their both aims are same but whts behind i know very well but no need for explain here.
