Sindh Assembly endorses return of commissioners

KARACHI - The Sindh Assembly on Wednesday endorsed the restoration of the Commissionerate System and previous revenue of limits of divisions and districts by passing separate bills as the MQM members kept protesting.
The House also granted abolishment of the Police Order 2002 under which police’s functioning had been separated in two parts, the investigation and operation. The assembly restored the Police Act 1861.
MQM MPAs continuously protested in front of the speaker’s podium by chanting slogans against the government, while Deputy Speaker Shahla Raza, who was presiding over the proceedings, remained busy in disposing of the business. Law Minister Ayaz Soomro and Shahla had to use extra microphones to conduct the proceedings.
A very charged and emotional atmosphere was witnessed on both, the PPP and MQM, sides during presentation of the bills.
The MQM members tore away the copies of the bills and the assembly agenda and threw them on the podium.
The House also granted transfer of executive powers of educational boards from office of the Sindh governor to the chief minister by rejecting a ‘message’ from former Sindh governor Ishtraul Ebad Khan on a bill passed by the House in 2008. The governor’s message on Sindh Boards of Intermediate and Secondary Education (Amendment) Bill, 2008 was pending with the Sindh Assembly since November 5, 2008.
